Certificate checks

Run a one-off TLS certificate check of any host and read its result: trust chain, hostname match, expiry, CAA, algorithm strength and a grade from A+ to F. The API calls them certificate scans (/api/v1/certificates). A check runs in the background: start it, then poll its status or pass a callback_url. Each check costs 1 credit, and a check that fails is refunded.
