Fetch due certificate checks

Get the certificate checks that are due for this agent, oldest first, and mark the agent online. Each check returned is reserved for this agent for 10 minutes, so it isn’t handed out twice; send its result with POST /api/v1/certificate-agent/tasks/{monitor_uuid}/result. An empty data list means nothing is due.

Authenticate with the agent’s token, Authorization: Bearer hrca_…, not a team API token.
